Continuing our Judge unveiling series, we are honoured to introduce our next distinguished judge for the Rwanda National Rounds.
Jean Paul Ibambe
Mr. Ibambe is a Rwandan Lawyer and Human Rights Advocate with over 17 years of experience in journalism, legal advisory and policy reform. He is the Founding Partner of H-I LEX Partners in Kigali, specializing in media law, freedom of expression, digital rights and access to information.
He is an Attorney of the Rwanda Bar Association, a member of the East Africa Law Society, and a Board Member of ARTICLE 19 Eastern Africa. He is widely recognized for his defence of journalists in landmark cases and his constitutional advocacy to decriminalize defamation.
He is a Hubert H. Humphrey Fellow in Law and Human Rights at Arizona State University (2024-2025) and a Visiting Fellow at Columbia University’s Global Freedom of Expression program.
His expertise in media law and digital rights brings immense value to our bench.
