The Board of Directors of the National Data Protection Authority (ANPD) has denied the administrative appeal filed by Tools for Humanity (TFH), the company responsible for the World ID project. The decision, published today (February 11) in the Official Gazette of the Union, upholds the suspension of financial compensation—whether in cryptocurrency (WorldCoin – WLD) or any other format—for digital identities (World ID) created through iris collection from data subjects in Brazil.
In its appeal, the company had requested an additional 45 days to implement changes in the application and halt the financial compensation offer, but the request was denied. The Board of Directors determined that the suspension of payments could be carried out through other means, including postponing appointments, until the necessary adjustments to the application are completed.
As a result, the suspension of financial compensation associated with iris collection must be implemented immediately upon notification.
In Vote No. 1/2025/DIR-MW/CD, Director Miriam Wimmer, the case rapporteur, emphasized that the financial compensation offered by the company constitutes an undue interference with the free expression of will of data subjects. According to the vote, individuals often consider the financial incentive as a decisive factor in authorizing the collection of their iris to meet immediate financial needs, disregarding the risks involved and the actual purpose of the data collection.
Therefore, she stressed that ANPD’s intervention is essential to ensure the informational self-determination of data subjects and to uphold their right to provide free, informed, and unequivocal consent regarding the processing of their personal data.
TFH has 10 business days from the date of notification to submit an official statement signed by a legal representative, certifying the suspension of financial compensation. Additionally, other guidelines previously established by ANPD, as defined in the decision issued by the General Coordination of Supervision (Order No. 3/2025/FIS/CGF), remain in effect.
