Professional Biography
Layee V. Fofana is a dedicated legal scholar, emerging public interest advocate, and accomplished oralist whose work is grounded in justice, human dignity, and ethical leadership. He holds an LLB from Kigali Independent University (ULK) and is currently pursuing his Master’s in Public International Law, where he continues to build on his strong foundation in legal research, international law, humanitarian law, and oral advocacy.
Throughout his academic and professional journey, Layee has distinguished himself as a powerful public speaker, mentor, and youth integrity leader. He has served with Students Against Corruption in key leadership roles, including Director of Partnerships and Outreach and former Vice President for National Affairs, where he contributed significantly to Liberia’s and Africa’s broader youth integrity movement. He is also the Founder and Executive Director of the Children Care Foundation, an organization dedicated to empowering vulnerable and marginalized children.
Within the academic sphere, Layee has demonstrated remarkable excellence in legal debate and moot court advocacy. He currently serves as the Coach of the ULK Moot Court Club and previously led the CELA/ULK Debate Club as President. His strong record in oral advocacy includes being awarded Best Speaker for the Prosecution in the 2024 ICRC National Moot Court Competition on International Humanitarian and Refugee Law.
Layee has represented both ULK and Rwanda at major regional and international platforms. His experience includes competing at the East African Universities Debate Championship (2023), mooting at the Great Lakes Regional International Humanitarian Law Moot Court (Rwanda, 2024), and returning as a coach for ULK at the Great Lakes Moot Court Competition in Kenya (2025). These experiences have strengthened his command of international law, humanitarian law, and high-level oral advocacy.
His leadership, integrity, and community impact have earned him several prestigious honors, including the Integrity Icon – Smart Legacy Award (2024), Best Anti-Corruption Activist of the Year (2024), Emerging Leader Award, and Best Student Against Corruption Activist (2023).
